1974, P.L. 12- 132 Legislation making CHamoru and English official languages of Guam
A law was enacted by the 12th Guam Legislature in 1974 making both CHamoru and English the official languages of Guam. This is enshrined in Title 1, Chapter 7 Sections 706 and 707 of the Guam Code Annotated. Notwithstanding, English is still recognized as the controlling language. Furthermore, CHamoru is not required for official recording of public acts and transactions. The perfunctory treatment of the CHamoru language in this manner diminishes its standing in comparison to English. Such caveats in the law create a loophole making it possible for CHamoru to be ignored as an official language. To fully recognize the value and priority that the indigenous language of the Taotao Tåno’ should receive, CHamoru must be treated as equal to English in importance in Guam.
