1977, P.L. 14- 53 Legislation establishing the Bilingual-Bicultural program and legislation for CHamoru Studies Program
The “Bilingual Education Act” (BEA), passed by the United States Congress in 1967 became Title VII of the Elementary and Secondary Education Act (ESEA) of 1965. These amendments provided federal funding for school districts to establish programs for students with limited English proficiency, marking the first time the U.S. government officially recognized their need for specialized instruction.
In Guam, the English-only policies of the early American and post-war period had taken their toll. The CHamoru language was relegated to the home.
With ESEA funding, the “Chamorro Bilingual/Bicultural Program” was established in 1970 as a five-year pilot run by the Guam Department of Education to promote the use of the CHamoru language in public schools in Guam. This program marked the first time the CHamoru language was officially taught in Guam’s schools. It became the precursor of CHamoru Studies and Special Projects Division which is still in operation.
