Executive Orders

In alignment with the Priorities set forth in the Leon Guerrero/Tenorio Platform and the Recommendations contained in the 2018 Gubernatorial Transition Report, A Task Force on CHamoru Heritage and Cultural Advancement was established by Governor Lourdes A. Leon Guerrero through Executive Order Nos. 2019-15 with the following mission:

  1. Conduct an in-depth review of the functions, responsibilities and mandates of all Government of Guam programs charged with promoting the history, language and culture of the CHamoru people and the heritage of the community of Guam.
  2. Recommend a collaborative framework that will prioritize and facilitate the successful and efficient execution of their missions as paramount to the continuity of the identity, language and way of life of the CHamoru people.
  3. Assess facilities, funding and grants currently under Department of CHamoru Affairs management and related cultural and historic preservation entities to determine the most effective usage of these programs and resources.
  4. Recommend revisions, as is required, to the statutory basis, structure and mission of the Department of CHamoru Affairs and other cultural heritage agencies in order to effectuate reforms necessary to broaden and improve their effectiveness.
  5. Determine the implications of and the method to consolidate I Kumisión I Fino’ CHamoru Yan I Fina’nå’guen I Historia Yan I Lina’la Taotao Tåno’ with the Department of CHamoru Affairs.
  6. Identify current and potential revenue sources to adequately fund the proposed framework,
  7. Review and make recommendations regarding the governance and program priorities of the Guam Preservation Trust.

The Task Force consisted of Dr. Laura M. T. Souder (chair), Hope A. Cristobal (Kumisión) Linda Reyes (DCA), Leona Young (Guam Museum), and Ina Carillo (PBS). Task Force members met regularly since September 27, 2019 to fulfill tasks and responsibilities as contained in Executive Orders 2019-15 and 2019-20. They had fourteen (14) work sessions which resulted in a comprehensive Report submitted to the Governor in 2020 recommending a collaborative framework for agencies with shared CHamoru-centered missions.

Maga’håga Lou Leon Guerrero established GIHA‭, ‬the Guam Indigenous Heritage Alliance by Executive Order No‭. ‬2021-06‭ ‬on March 12‭, ‬2021‭ ‬as a vehicle for cohesive‭, ‬coordinated‭, ‬and cross-department movement and strategic planning toward CHamoru self-determination‭, ‬decolonization‭, ‬and cultural sovereignty‭.
